This morning (1/30), the House Appropriations Committee held a preliminary
"discovery" hearing regarding whether to re-institute the practice of "proration" to determine SRS food stamp and other benefits in Kansas. Michelle Schroeder, SRS Director of Public Policy, made a presentation to the members of the committee about why the state chose to discontinue the policy.

Last year, the Union of Patriots was instrumental (along with former SRS Secretary Rob Siedlecki) in helping to overturn the old policy, which qualified illegal immigrant households for food stamp and other state aid while legal citizen households of the same size with the same household income were being denied that same aid.

The entire practice of proration (which is still being used by 47 states and the District of Columbia) revolves around the calculation of "household income." For example, let's say that the household income threshold for receiving benefits for a family of four in the state of Kansas is $2,300/month (approximately $27,600/year). A legal citizen household earning $3,000/month would be denied benefits (and rightly so), because they earn too much money to qualify.

HOWEVER, proration only counts the portion of household income that pertains to legal citizen members of a household, and excludes the portion of the household that is being earned by those that are not of legal status. So, a household of two illegal alien parents and two legal citizen children making the same $3,000/month, by the previous proration formula, would only have 1/2 of the household income - $1,500 - counted for the purposes of qualifying for food stamp aid. This family would not only qualify for full food stamp aid, but also utility assistance, subsidized rent, free lunches, and a whole host of other programs that the legal citizen family does not qualify for - even though the two households earn the same income!

Needless to say, the Brownback administration is doing the right thing by standing by their new, NO-PRORATION policy - and we need to stand by the Governor against this attempt by the left and the illegal immigrant lobby to "turn back the clock" and re-institute UNFAIRNESS and UNEQUAL TREATMENT UNDER THE LAW!
